SITUATION
3F Construction was contracted to provide project management and construction services to complete the remaining 12 units from a foreclosed condominium development.   The 12 remaining units were subject to extensive litigation between lenders, creditors and the City of Chicago, who was seeking an order of permanent injunction prohibiting occupancy and court-ordered demolition.   The condominiums were roughly 85% complete, but were done without the proper building inspections and were not constructed to meet City Building Code.   As such, the City was seeking relief by way of demolition.

CHALLENGE
The project required that an experienced and knowledgeable team take action and navigate thru both the building permit process as well as court system so that the demolition order could be stayed and building permits be reinstated so the project could be completed.   Additionally, a comprehensive analysis of the existing condition was required so that the team could provide a physical audit and report to the Department of Buildings and its Commissioner.   Once approved, the team would need to perform construction with input from the City’s Strategic Task Force including verification of all structural, mechanical, plumbing, electric and interior systems of the buildings.  Without the City’s inspection, direction and consent, the buildings would remain on path for demolition.

SOLUTION
3F Construction developed an action plan that involved parallel paths to obtain building permits as well as court approval to complete the project and sell the remaining condominium units.   The team engaged local architects, engineers, consultants and counsel to meet both objectives.   A plan was presented, negotiated and approved by the City of Chicago, Department of Buildings, and was assigned to the Strategic Task Force.   All required construction inspections were conducted and the buildings were completed with Certificates of Occupancy issued.

RESULT
3F Construction worked successfully with the City of Chicago’s Department of Buildings and its Strategic Task Force to reinstate permits for this project and obtain Certificates of Occupancy after being subject to court proceeding and litigation from the prior developer.  Simplex units offer 3 bedrooms, 2 full bath baths, 2 private balconies and just under 1,500 square feet of living space. The penthouse units with 1,950 square feet of living space feature 3 bedrooms, 3 full bathrooms, lofted family room, 2 private balconies and a private 600 square foot rooftop terrace with remarkable views of Chicago’s skyline. This luxurious walk up condo project in the heart of the West Loop has bright and spacious units. It was completely renovated throughout with high-end finishes. 10 ft ceiling with over-sized windows pour light into open living and dining areas. Designer kitchen features custom cabinets, quartzite countertops, full back splash, and SS Bosch appliances with beverage center. Master suite has large walk-in closet and stunning bath. Elfa shelving systems throughout. Each unit comes with one exterior parking spot.  Once completed, 3F’s internal marketing team was engaged to manage the sale of each unit.   Record sales prices were achieved and all units sold exceeding proforma by 15% within 60 days market time.
